Is it worth taking a risk and driving up to latchi, hoping there would be a boat tour available? If anybody who's been there in November could share some insight, that would be great ! Thanks

Boat is by far the best option (the Blue Lagoon sunset cruise from Latchi harbour is recommended ). The lagoon itself is only accessible by an unmade road in a 4 x 4 type vehicle (or the beach buggy type contraptions that the youngsters hire), but even in a 4x4 you encounter severe obstacles/risks and when (if) you get down to the lagoon you won't have a space on which to spread yourself out as the lagoon is surrounded by rocks. There is no sandy beach.
Q:
Who do you book a boat trip with please?

Q:
