The beaches in Mexico are open to the public and free of charge. Encanto is one of my favorites for shelling, swimming, and not bumping into too many people. Yes, there are private residences and the rule of thumb is to never impede or encroach when parking. There are two different sand roads leading to Encanto which can be slightly unnerving the first time. Keep going until you see the water. Do not bother to ask any security guards if you can park in paved areas - their job is to say "no." Look for an open area without structures and you are free to park - all of us locals do this. Have fun!
