Yes! You download the tours to your phone before you leave home and then when you are in Hawaii you can use the tour guide without using data! They recommend that you turn the tour off while you are stopped and exploring an area so you don’t waste battery on your phone. The guide comes with great instructions.

Aloha! To use the tours offline and effectively, your mobile device must have GPS. The WiFi iPad version does NOT have a true GPS chip and uses WiFi location services, no cell towers. The LTE iPad version DO have a true GPS, but will use WiFi and cell tower triangulation when possible for a quicker fix.
