Maybe at Farnborough there is a shop (I think it’s a servo) and I’m sure it offers kayaks. Stone Ck is a good spot to kayak in.

From my research the answer is no.Check out the National park web page. Although it appears to lie in Byfield State Forest and dogs are allowed in this area except for Watercreek and Stony Creek. They do refer to it a Upper Stony Creek recreation area. Hope this helps.
