Now, Belmont requires new property owners to re-apply for the license to sell or pour alcohol. The Loading Dock owner later applied to open a retail marijuana store in the space, which was denied.

Included in the suit are two photos showing what Athens claims are its trays inside Pacific Coast’s loading dock in South San Francisco. Some of the trays pictured bear Athens’ name.
