When playing as a mage in Skyrim, the obvious guild to join is the College of Winterhold. However, for an institution of its caliber, the College itself doesn't seem very impressive.

Reintroducing the Mages Guild, on the other hand, is a trickier endeavor as the organization was disbanded immediately after the Oblivion Crisis. This is why they had no presence in Skyrim.
